Article I To Introduce Commerce and Trade Headquarter Enterprises

(I) We support commerce and trade enterprises set up global headquarters, regional headquarters, and functional headquarters in Shapingba District. As a general rule, the registered capital of substantive regional headquarters should not be less than RMB30 million (or foreign currency equivalent); and the registered capital of functional headquarters should not be less than RMB5 million (or foreign currency equivalent). These wholesale, retail, and hospitality and catering independent corporate enterprises newly registered in Shapingba District with annual sales or retail sales exceeding RMB500 million, RMB100 million, and RMB50 million respectively the next year will get financial rewards according to the standard of no more than 0.5% of the excess portion and no more than RMB2 million at the highest.

(II) In the first three years since the establishment of the headquarter enterprises, they will be supported according to the following amount based on their contribution to the district’s economic development: those with an annual contribution to the district’s economic development of no less than RMB50 million will get financial support according to 50% of their contribution; those with an annual contribution to the district’s economic development of RMB30 million to RMB50 million will get financial support according to 40% of their contribution; these with an annual contribution to the district’s economic development of RMB10 million to RMB30 million will get financial support according to 30% of their contribution.

(III) If the headquarter enterprises with an annual contribution to the district’s economic development of more than RMB30 million rent a building built or operated by a state-owned platform enterprise in Shapingba District as their offices, the rent will be fully supported in the way of “paying first and then getting support” in the first three years, and the construction area of the support carrier should not exceed 1,000m2. If they rent a building built or operated by a non-state-owned platform enterprise in Shapingba District as their offices, the rent will be supported by no more than RMB30/m2 of 50% of the monthly rent, the support area should not exceed 2,000m2, and the support period is three years. If the headquarter enterprises with an annual contribution to the district’s economic development of more than RMB30 million purchase office buildings in Shapingba District for their own use, they will be given one-time purchase support of RMB1,000/m2 according to the construction area for their self-use parts, the support amount should not exceed 10% of the total purchase price, and the maximum should not exceed RMB10 million. If the headquarter enterprises with an annual contribution to the district’s economic development of more than RMB30 million purchase office buildings in Shapingba District for their own use and need decoration, they will get a one-time decoration subsidy according to the standard of RMB1,000/m2 and the maximum subsidy should not exceed RMB1 million.

Article II To Introduce the First Stores of Chain Brands

(I) We support the introduction of the first stores of commercial brands. We actively introduce the first stores, flagship stores, experience stores, and chain stores of famous international and domestic brands and encourage them to launch new products and hold catwalk and new product release activities in Shapingba District. Those famous international and domestic commercial brand enterprises which set up their first stores in Asia, Mainland of China, Southwest China, or Chongqing will get capital subsidies according to the standard of no more than 40% of the investment and no more than RMB1 million at the highest. Those newly-opened flagship stores of Asia, Mainland of China, Southwest China, or Chongqing of commercial brands with an operating area of no less than 3,000 square meters will be rewarded with a maximum of no more than RMB1 million. The enterprises which introduce these stores (business site owners or actual business institutes) will get certain financial rewards according to the comprehensive situation including the level, quantity, operational achievements, and economic impact of the first stores.

(II) We support the introduction of brand chain convenience stores. We actively introduce famous international and domestic brand convenience stores and provide priority guarantees in site selection, license application and other aspects. Proper financial subsidies will be given to convenience store branding, chaining, intelligent and integrated development projects, and certain financial incentives will be given to relevant demonstration projects.

Article III To Introduce Commerce and Trade Circulation Enterprises

(I) We encourage the introduction of modern trade and logistics industries, including integrated logistics, cold chain logistics, pharmaceutical logistics, vehicle logistics, retail chain logistics, and integrated logistics services; as well as goods trade including integrated trade, food import, import sales of automobiles and parts, drugs and medical devices, e-commerce, wood, and wood products import.

(II) Newly-introduced independent corporate enterprises of 5A-level logistics brands will get a reward of RMB300,000 at one time. New automobile sales enterprises with annual sales of over RMB500 million or RMB100 million after one year of operation will get support funds of RMB500,000 or 200,000 at one time respectively.

(III) We will give enterprises three-year funds to promote their industrial development according to and based on the degree of their contribution to the district’s economic development. Those with an annual contribution to the district’s economic development of over RMB10 million will get industrial support of 60% of its contribution to the district’s economic development; those with an annual contribution to the district’s economic development of RMB5 million to RMB10 million will get industrial support of 50% of its contribution; and those with an annual contribution of RMB1 million to RMB5 million will get industrial support of 40%.

(IV) We encourage the development of the vehicle import industry. The trade enterprises, freight forwarder logistics, and other automobile-related enterprises which realize the import of complete vehicles in the way of independent management through the Chongqing vehicle import port and other ports in Chongqing will get support in terms of flow, 3C certificate, terminal sale, vehicle quality assurance (three guarantees), inspection fee, designated regional office space, storage place, etc.

(V) We encourage the development of international trade. Independent corporate enterprises engaged in import and export trade, e-commerce, international logistics freight forwarding, customs declaration and quarantine declaration, supply chain management, and foreign trade comprehensive services will get comprehensive assistance to foreign trade, designated regional office and warehousing, and other aspects of support.

Article IV To Support the Excellent and Strengthen the Commerce and Trade Enterprises

(I) Except for state-owned enterprises and public institutions and enterprises in monopoly industries, wholesale, retail, and hospitality and catering enterprises with annual sales of no less than RMB1 billion, RMB500 million, and RMB30 million and a year-on-year increase of no less than 10% (based on the data of a set of national tables in that year) will get a subsidy of RMB100,000 which will be realized the following year.

(II) We encourage enterprises to meet national, industry, and local standards such as green hotels and diamond-grade restaurants. Those awarded as platinum five-diamond or five-diamond restaurants and five-leaf green hotels (by the National or Municipal Restaurant and Hotel Rating Committee or Green Restaurant and Hotel Rating Committee) will get a reward of RMB100,000 at one time; those awarded as four-diamond restaurants and four-leaf green hotels will get a reward of RMB50,000 at one time.

(III) We promote the digital, networked, and intelligent transformation and upgrading of commerce and trade enterprises. And these enterprises will get financial subsidies according to the standard of no more than 40% of the investment and no more than RMB500,000 at the highest.

Article V To Support the Upgrading and Development of Catering Enterprises

(I) We support catering enterprises set up chain stores, and build central kitchens or staple food processing and distribution centers. And these enterprises will get financial subsidies according to the standard of no more than 40% of the investment and no more than RMB500,000 at the highest.

(II) We encourage catering brand enterprises to upgrade their files. And these rated Michelin-starred restaurants will get certain financial rewards.

Article VI To Support the Demonstration Creation of Commercial Carriers

(I) We support the establishment of international, green, intelligent, and cultural urban core business districts and commercial pedestrian streets. These rated national or municipal demonstrative business districts or pedestrian streets will get financial rewards of no more than RMB1 million or no more than RMB500,000 at the highest respectively.

(II) We support the establishment of international food gathering areas and night economic demonstrative areas. These rated municipal-level international food gathering areas or municipal-level night economic demonstrative areas will get rewards of no more than RMB500,000 at the highest.

(III) We encourage developers to own and integrate building resources and build characteristic buildings. We support the “building+” innovative and integrated development model and the creation of “green buildings” and “smart buildings”. And we will provide certain financial support for some of the outstanding enterprises.

Article VII To Support the Development of Characteristic Brands

(I) We will enhance the influence of the agricultural product platform “Ba Wei Yu Zhen” and implement the protection project of representative geographical agricultural products, with a maximum subsidy of no more than RMB4 million for each project.

(II) We support key consumer goods production carry out thematic brand publicity activities and participate in centralized promotion. And outstanding enterprises will get financial support.

(III) We encourage the establishment of time-honored China brands and time-honored Chongqing brands. These enterprises which open direct operated stores of time-honored brands with an area of no less than 500 square meters in business districts, characteristic streets, or tourist attractions will get a subsidy of no more than 40% of the investment and no more than RMB1 million at the highest.

Article VIII To Enhance the Introduction and Training of Talents

(I) These commerce and trade talents who have made great contributions to the new economy and meet the requirements of high-level talents or the Hongyan Program may get corresponding talent subsidies according to regulations.

(II) We support insured workers improve their skills and obtain vocational qualification or skill-level certificates (from junior to senior workers). And each worker will get a subsidy of no more than RMB2,500 for skill upgrading (limited to once a year).

(III) We support enterprises improve their chief technician system and set up skilled master studios and high-skilled personnel training bases. And these enterprises will get construction subsidies of RMB50,000 to RMB5 million respectively.

Article IX Talent Guarantee Services and Training Rewards

According to the service rules of Chongqing Talent Card A/B, senior executives (according to the Company Law) of leading enterprises in the commerce and trade industry will enjoy one-stop guarantee services including children’s enrollment, medical care, science and technology, household registration, residence permit, professional title evaluation, post recruitment, and spouse (children) employment.

Senior executives of enterprises (no more than 5) with an annual salary of RMB500,000 or more who contribute a total of more than RMB2 million to the district’s economic development will be rewarded with talent training for no more than 3 years and no less than 50% of the same amount of the talent training rewards based on the contribution of their salaries to the economic development of the district. (The specific number of years and proportion should be subject to the investment promotion agreement.)
